In the morning of 12 November, the Case-filing Division of Haikou Maritime Court participated in the field practice organized by the Supreme People’s Court in cross-region case filing by people’s courts across the country.
The operation practice in cross-region case filing by courts across the country was organized by the collaborative information center of the case filing division of the Supreme People’s Court on 11-13 November. Haikou Maritime Court took part in the second session held on 12 November. At 10:00 in the morning, Haikou Maritime Court followed the practice agenda and logged on the cross-region case filing section of “China Mobile Micro Court” at the specified time. Operations were then conducted following the Guidelines on Practice Operation of Cross-region Case Filing System for People’s Courts.
According to the practice plan, Haikou Maritime Court as collaborative court referred a civil case to Lingqu Court, Bailongjiang of Gansu Province, and submitted a first-instance enforcement case to Bengbu Intermediate People's Court of Anhui Province; as competent court, Haikou Maritime Court received a civil case from Xiangtan Yuetang People's Court which was entertained a cross-region first-instance enforcement case from Chongqing No.5 Intermediate People's Court (all the above cases were test cases for the cross-region case filing system). With the assistance and efforts of the technical department, all cases past the test and assessment. After the practice, the filing personnel who had participated in the practice discussed and summed up the test results, and furthered studied and analysed problems in the case filing process.
The practice examined problems existed in the cross-region case filing across the country, promoted familiarity with various aspects of the cross-region case filing system, and laid a good foundation for the preparation work of the cross-region case filing system by courts across the country which was planned to commence in December.
The provision of the cross-region case filing services promotes collaboration between regions and courts across the country and effectively eliminates the inconvenience of cross-jurisdiction litigation. It embodies the superiority of the socialist judicial system with Chinese characteristics. Ever since the cross-region case filing was put into operation on 30 August, Haikou Maritime Court has entertained 19 cases cross-regionally, demonstrating to the public the convenience and efficiency of case filing by the court.
