On 26 September, the unveiling and launch ceremonies of the First and Second Foreign-Related Civil and Commercial Courts of Hainan and of the Haikou Intellectual Property Court were respectively held in Haikou and Sanya. Attending and delivering speeches at the launch ceremonies were Luo Dongchuan, vice president and member of the Leading Party Members' Group of the Supreme People’s Court, Liu Xingtai, secretary of the Political and Legal Affairs Commission and member of the Standing Committee of the Provincial Party Committee of Hainan, and Bao Jian, deputy secretary of the Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Haikou. Feng Zhonghua, vice governor of the provincial government, attended the launch ceremonies. Chen Fengchao, president and secretary of the Leading Party Members' Group of the Higher People’s Court of Hainan Province presided over and delivered a speech at the launch ceremonies.

After the launch ceremonies, Luo Dongchuan, Liu Xingtai, Feng Zhonghua and Chen Fengchao unveiled the First Foreign-Related Civil and Commercial Court of Hainan.

It is understood that the First Foreign-Related Civil and Commercial Court of Hainan will have jurisdiction over multiple districts, with jurisdiction over: the trial and enforcement of the first instance of foreign-related civil and commercial cases with object of action below CNY 5 billion (not inclusive) in Haikou City, Sansha City, Danzhou City, Yangpu Economic Development Zone, Wenchang City, Qionghai City, Chengmai County, Tunchang County, Lingao County, Ding’an County, Qiongzhong Li and Miao Autonomous County, and Changjiang Li Autonomous County; and the trial and enforcement of the first instance of civil and commercial cases with object of action below CNY 5 billion (not inclusive) which fall within the above jurisdiction and involve Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan; and the enforcement of foreign-related commercial mediation and arbitration cases within the above jurisdiction.
