On the morning of 26 September, the Second Foreign-related Civil and Commercial Court of Hainan was officially unveiled and set up in Sanya. It is the first foreign-related court set up in Sanya. It will be dedicated to resolving disputes involving foreign, Hong Kong, Macao or Taiwan elements and duly protecting all litigants’ rights and interests in a fair, timely and efficient manner.

The Second Foreign-related Civil and Commercial Court of Hainan was unveiled by Tong Daochi, member of the Standing Committee of the Provincial Party Committee of Hainan and secretary of the Municipal Party Committee of Sanya, together with Wang Shumei, head of the Fourth Civil Division of the Supreme People’s Court. Which attending the ceremony were Fu Tiehu, director of the Political Department and member of the Leading Party Members' Group of the Higher People’s Court of Hainan Province, Zhou Lianfen, deputy secretary of the Municipal Party Committee and director of the Political and Legal Affairs Commission of Sanya, and Pi Xiuyan, full-time member of the Judicial Committee of the Higher People’s Court of Hainan Province. The ceremony was presided over by Zhang Guangqin, secretary of the Leading Party Members' Group and alternate president of Sanya Intermediate People's Court.

At 8:30am, the leaders presented at the venue of the Second Foreign-related Civil and Commercial Court of Hainan simultaneously attended the unveiling and launch ceremonies of the First and Second Foreign-related Civil and Commercial Courts of Hainan and of the Haikou Intellectual Property Court via video link. Afterwards, Zhou Lianfen delivered a speech, stating that the location of the Second Foreign-related Civil and Commercial Court of Hainan was in Sanya which catered for the legal needs of Sanya and would facilitate the building of a law-governing, international and convenient business environment in Sanya. It would promote the transformation and upgrade of the economic society, and provide a strong legal support. She expressed the wish that Sanya Court would take the official operation of Second Foreign-related Civil and Commercial Court of Hainan as an opportunity and make pioneering, brave and diligent efforts in progressing steadily, and it would adopt brand-new trial systems and management modes and carry through various reform tasks, striving to provide “Sanya experience” and “Sanya examples” for the judicial reform.

Zhang Guangqin believed that the establishment of the foreign-related court would benefit the integrated growth of the “Great Sanya” region, and would help make Sanya a model in the building of the Hainan Free Trade Zone (Port).

After the unveiling ceremony, the participating leaders learnt about the facilities of the Second Foreign-related Civil and Commercial Court of Hainan by visiting its litigation service hall, multi-functional mediation room, trial court and online court which were holding a court hearing.

The operation mode of the Second Foreign-related Civil and Commercial Court of Hainan integrates case filing, hearing and enforcement. Cases are calculated, managed and operated separately. The court has jurisdiction over the first instance of foreign-related civil and commercial case with the object of the action below CNY 5 billion which was involving foreign, Hong Kong, Macao or Taiwan elements that takes place in Sanya, Dongfang, Wanning, Wuzhishan, Lingshui, Baoting, Baisha, and Ledong.

The court has built a high-level professional trial team and a fact ascertaining system, and innovate the trial modes of the foreign-related cases. It has strengthened the link between litigation with mediation and arbitration, and optimized an integrated mechanism to resolve disputes. It applies the most advanced AI information technology to provide one-stop full litigation services for litigants, agents and the public. This enhances the fairness and efficiency of trials, and equally protects the lawful rights and interests of Chinese and foreign litigants. It effectively maintains the order in international trades, and promotes the establishment of a new open economic system.
