On the afternoon of 15 March 2019, the Communist Youth League Committee of Haikou Maritime Court and that of Haikou Maritime Safety Administration boarded the vessel “Ren Jian Tang Shan” in Haikou Port to conduct a volunteer campaign to promote legal awareness under the theme of protection of crew rights and interests.
The volunteer team first came to the supervision base of Haikou Maritime Safety Administration which was located in Haikou Port. They visited the command centre and Party building demonstration point of the administration. With its staff illustrating the vessel traffic management in Qiongzhou Strait and the electronic navigational charts, the volunteer team learnt about the waters under the administration’s supervision, the ferry crossing distribution within its authority, its real-time supervision of ports, as well as its marine rescue and submarine cable protection mechanisms. Pre-boarding safety training was also provided on site.
Afterwards, the volunteer team boarded the container carrier “Ren Jian Tang Shan” in an orderly manner. They had a look around to learn about the basic particulars of the vessel and talked to the crew in order to understand their needs in terms of maritime justice. They introduced relevant laws, rules and regulations on the protection of crew rights and interests respectively in relation to case filing and litigation. They also distributed among the crew a hundred some legal publications such as Regulations of the People's Republic of China on Seafarers, Guidelines for Judicial Confirmation Cases, Guidelines for Small Claims Litigation, Guidelines for Civil Procedure, and Guidelines for Haikou Maritime Court’s Litigation Services. These materials would help the crew understand what rights and interests they enjoyed and how to protect them. To facilitate future communication, the young judges and the crew set up a WeChat group face to face, which would help to extend the offline legal awareness promotion campaign and legal consultation online.
