In order to carry through the strategic deployment made by the CPC central committee and provincial committee to comprehensively deepen the reform and opening-up in Hainan, Haikou Maritime Court has raised political awareness and understanding and shouldered the responsibility for maritime law enforcement. Grounded on our characteristics, we overcome difficulties and make highlight achievements, and take practical actions to serve and support the country’s key strategies.

I. Taking a correct position and proactive approach to serve the building of a free trade zone (port) in Hainan.

We should make an in-depth study of the keynote speech delivered by General Secretary Xi Jinping at the celebration of the 30^th anniversary of the establishment of a special economic zone in Hainan Province, and the spirit of the Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan in Comprehensively Deepening Reform and Opening-Up. We should also correctly assign tasks and responsibilities, find a starting point and breakthrough for maritime law enforcement, and better and more effectively target our maritime judicial services to support the building of a pilot free trade zone in Hainan and a free trade port with Chinese characteristics.

II. Making active plans to further study and deployment of goals and tasks of the year.

Based on the spirit of the provincial courts’ work meeting, we will draw up focuses of our annual works and break down established tasks at each level. We will adopt new perspectives and approaches to facilitate maritime trials. A reform and renovation research team will be set up to provide intelligent support for the court’s innovative development.

III. Conducting collective research to promote our strategy of elite maritime trials.

Research will be listed as a task on the key agenda of the Leading Party Members' Group. The president and managing vice president will lead the research, regularly collect reports on research progress, and study solutions to problems in research works. To improve management of research subjects, the whole personnel will be divided into three levels: collective strengths of the court will be directed to completing high quality and influential key subjects; divisional forces will be combined to work on major or general subjects of fair quality; individuals will be responsible for general subjects of general quality. In this way, we can build an integrated team with competencies to handle cases and conduct research.

IV. Providing more training in maritime legal English to build an international trial team.

Guided by judicial needs, we will provide “order training” to continually improve our judges’ competencies in trial practices as well as the English language competency of all of the judges, court staff, and judicial personnel. We will hold maritime legal English forums and salons for collective study, and encourage individuals to install oral English and vocabulary apps for self-teaching. We will provide practical opportunities to train talents in support of the trial of foreign-related cases, such as creating WeChat voice interactive platforms, organizing exchange tours to foreign ships and vessel traffic services centre, and setting up a judicial translation team.

V. Working in closer cooperation with institutions and universities to improve our team’s comprehensive competencies.

We will take full advantage of the comprehensive strengths of Hainan University in talents, education and disciplines, and cooperate with it in various aspects such as practical research, education, setting up a base for training legal talents, and establishing an information-sharing system. This will effectively promote the in-depth combination of legal theories and practices while sharing resources and complementing advantages.

VI. Running campaigns to promote etiquette and maintain a civilized organization.

We will take the promotion of etiquette as a key task and means in improving the court’s work style, team composition and spirit. We will further enhance the self-managing ability of all of the judges, court staff, and judicial personnel so that civilized behavior is constantly maintained.
