On 29 December 2017, the staff of our filing hall are working diligently as always. They warmly receive whoever comes forward for inquiry or filing and learn about their appeals. They duly examine litigants’ documents and claims, and entertain all eligible cases and refer them to competent divisions in a timely manner. The litigants highly recognize the year-round dedication of our staff.

To duly protect the litigants’ right of action and prevent any evasion, slacking, dismissal and even coercion into withdrawal as the new year approaches, the filing division of Haikou Maritime Court has taken a series of measures within its functions since the implementation of the registration of case entertainment.

First, it has cultivated a stronger dedication to serve the people with justice. It has caused its staff to further study, implement and carry through the spirits of the Provisions of the Supreme People's Court on Several Issues concerning the Registration and Docketing of Cases by People's Courts and relevant documents. It strictly prohibits its staff from turning down any case under the pretext of year-end conclusion rate or trial quality and efficiency.

Second, more guidance is provided on litigation. The public is reminded to prepare all necessary documents in advance, and all eligible cases supported by sufficient documents are entertained and filed on the spot. For appeals that are not eligible for litigation or not supported by sufficient documents, we clarify all relevant legal provisions for the people concerned and entertain cases within legal time limits.

Third, more efforts are put into pre-trial conciliation. For any case with room for conciliation, we first initiate the pre-trial conciliation procedure and clarify legal provisions for litigants in an attempt to ease the disputes. We also coordinate with the community in multiple ways in our attempt to solve conflicts before trial. Our efforts in reducing litigation have contributed to the stability of the whole society.
