On the morning of 14 November 2017, Jian Wancheng, our vice president, was invited to the 2017 China Coast Guard Training in Fisheries Law Enforcement and Accident Investigation Practices. The training was hosted by the command centre of China Coast Guard Bureau and organized by the South China Sea Division of the bureau. Mr Jian gave a lecture on the Rule of Law Thinking and the Regulation of Law Enforcement to 70 some China Coast Guard officers from Guangzhou, Guangxi, Hainan and other regions.
Mr Jian started by the ideology of rule of law as elaborated in the reports delivered at the 18th and the 19th CPC National Congresses. He then expounded the rule of law in and regulation of administrative law enforcement. His speech was focused on three aspects, namely the fundamental principles of the rule of law thinking, how to regulate administrative law enforcement, and certain issues in maritime law enforcement practices.
He pointed that strict enforcement of law was a key constituent of the socialist rule of law and strong support for sustainable social stability. As the main force in maritime law enforcement in the South China Sea, China Coast Guard Bureau played a vital role in building China into a naval power and protecting China’s rights and interests in the South China Sea. China Coast Guard Bureau should fully and prudently exercise its authority, firmly establish the rule of law thinking, and enforce law justly within the legal framework following established procedures.
The lecture was met with warm response. Afterwards, Mr Jian exchanged ideas on the building of a long-term interaction and cooperation platform with officials in charge of the South China Sea Division of China Coast Guard Bureau. He also urged the division to organize a field training on ships for the officers and staff of our court in the near future.
