On 25 August 2017, we held a meeting to pass on and carry through the spirit of the Provincial Meeting on Court Enforcement Practices and the spirit of a third-party assessment index system which aimed to basically tackle difficulties in enforcement. The meeting was chaired by Chen Ming, director of the Enforcement Bureau, and attended by Chen Xiangzhi, vice president and member of the Leading Party Members’ Group, and all of the judges, court staff, and judicial personnel of the Enforcement Bureau and the dispatched tribunals.
At the meeting, Chen Ming communicated the spirit of the Provincial Meeting on Court Enforcement Practices and the spirit of a third-party assessment index system which aimed to basically tackle difficulties in enforcement. He expounded the third-party assessment index system, and put forward four requirements for the purpose of carrying through the spirit of the Provincial Meeting on Court Enforcement Practices: first, procedures should be followed more strictly to ensure complete and timely entry of case information; second, the conclusion of a case should be strictly up to established standards and the enforcement should be regulated; third, enforcement measures should be taken properly and sufficiently, such as custody, penalty, preservation and judicial remedy; fourth, more publicity should be carried out to create a social environment supportive of easier enforcement.
Chen Xiangzhi stressed in his speech that all enforcement judges, officers and staff should have a clear understanding of the objects and tasks in our efforts to facilitate enforcement. Based on this we should regulate enforcement practices, improve enforcement efficiency, and achieve our goal of “basically overcoming difficulties in enforcement within two years”. In our enforcement practices, it would be important to improve our capacity of serving the public and mind our working approaches. The enforcement team should be better trained and equipped with a higher collective sense of honour. Mr Chen also communicated the spirit of the Notification of the Supreme People’s Court and the Higher People’s Court of the Province of Carrying through the Central Deployment Meeting Requirements for Maintaining Social Stability and Security in Preparation for the 19th CPC National Congress. He requested that all enforcement divisions should contribute to the maintenance efforts and prepare a good setting for the congress.
At the end, Mr Chen signed a Letter of Commitment to Basically Overcoming Difficulties in Enforcement within Two Years respectively with the persons in charge of the Enforcement Bureau and of the dispatched tribunals.
