On the afternoon of 13 January 2017, we held a meeting to analyze and correct problems in 8 cases mentioned in the feedback given by the fifth inspection group of the CPC provincial committee.
At the meeting, vice president Mr Jian first presented the problems in the 8 cases mentioned in the feedback given by the inspection group. Judges and clerks responsible for each of the cases analyzed the cases separately and reflected on their faults. They further proposed targeted corrective measures to prevent similar mistakes. Participants shared their thoughts from various perspectives and gave insight into existing problems and corrective solutions. The following opinions were given among others: cases should be handled in strict compliance with law and with a better understanding of jurisdiction; presiding judges should be more responsible for their duties and play a better role in supervision; more training should be given to improve judicial competence; a better accountability system should be in place to hold everyone strictly accountable for their judicial duties. Mr Jian then commented on the problems in 16 randomly selected cases presided by the head of each hearing and enforcement division.
Also present through the meeting were Chen Xiangzhi, vice president and member of the Leading Party Members’ Group, Yun Wentian, member of the Leading Party Members’ Group, and Zhong Aiping, standing member of the Judicial Committee. They gave the following advice on correction: first, the whole hearing and enforcement personnel should have a better and correct understanding of the problems and should face squarely the underlying lack of responsibility and competence. Secondly, lessons should be learned to prevent similar problems. More efforts should be made to ensure the quality of cases especially when the court was not entertaining a large number of cases. Third, all corrective measures should be properly implemented to improve our case quality.
In conclusion, Mr Jian stressed that all hearing and enforcement personnel should pay high attention to the feedback given by the fifth inspection group of the CPC provincial committee. For one thing, accountability should be improved and works should be carried out in compliance with relevant regulations on the practices so as to prevent any similar problem. For another, the corrective measures should be diligently implemented, and earnest and immediate efforts should be made to tackle every problem that was pointed out, however small it might appear.
