On 14 April 2016, Mr Jian Wancheng, our Vice President, was invited by Hainan Division of the Chinese People's Armed Police Force Coast Guard Crops (PAPCGC) to their training base to give a lecture on Regulation of Comprehensive Marine Law Enforcement and Prevention of Risks in the Administrative Enforcement of Law. After the lecture he exchanged thoughts with the staff about strengthening marine rights protection and law enforcement, cracking down on illegal marine activities and crimes, and preventing liability risks in law enforcement.
Mr Jian focused the lecture on four aspects, namely comprehensive marine law enforcement acts and liability risks, applicable laws and regulations, requirements and noteworthy issues, relevant cases and response to legal proceedings. He elaborated on how coast guard forces should regulate comprehensive marine law enforcement in fulfilling their functions integrating marine surveillance, fishery administration, customs anti-smuggling force, coast guard and other roles. He pointed out that the key to prevention of risks in administrative law enforcement was the understanding and correct application of law. As regards to thinking, it was advisable to insist on the rule of law, cast away desires for privileges, and voluntarily learn and apply law. In enforcing law, it was important to ascertain facts and preserve evidence, strictly abide by legal procedures, and correctly apply law. During legal proceedings, it was essential to duly fulfil litigation obligations and properly exercise litigation rights. The lecture was lively and well-received.
